Having overtaken 65 countries, Yakutia entered the top five best practices of proactive budgeting
The relevant decision was announced by International Observatory on Participatory Democracy (IOPD) in Barcelona during the debriefing of The Best Practice of Citizen Engagement competition.
"The peculiarity of the practice of the Republic of Sakha (Yakutia) is the unprecedented turnout of residents to participate in the nomination and selection of projects, their discussion, as well as the process of organizing meetings and notifying their potential participants in remote areas through social networks and instant messengers," the Russian Finance Ministry noted.
Initiative budgeting at the OIDP conference was represented by Yakutia’s Minister of Finance Valery Zhondorov.
The Russian Federation took part in it for the first time in the history of the competition. Two regions submitted their applications: St. Petersburg and Yakutia. Our republic first entered the 20 leaders, and then the 5 best practices of participatory (initiative) budgeting in the world in 2018.
In total, various practitioners from 65 countries participated in the competition.
Commenting on the achievements of our region in promoting proactive budgeting, Deputy Finance Minister Aleksei Lavrov noted that currently the center of innovations in the development of participatory practices is in Russia, which draws attention of leading international experts on this issue to the experience of Russian regions.
The number of Russian regions involved in the development of initiative budgeting reached 53 in 2018.
The experience of the Russian Federation in 2018 was also presented for the first time as a best practice as part of an international publication on the experience of participatory budgeting in the world over the past 30 years, the Ministry of Finance of the Russian Federation emphasizes.
