The management of the Department for External Relations of Yakutia reported on the work done last year and plans for the current. The meeting was attended by members of the Public Council, the Council on image-making policy, the Interindustry Council for the Coordination and Development of Exhibition and Fair Activities, and the Coordinating Council for Medium and Small Businesses.
Summer school for future diplomats
Much effort in the past year has been made in terms of coordination of international and foreign economic relations of Yakutia, interaction with the Ministry of Foreign Affairs of the Russian Federation, the development of interregional relations within the country, the implementation of image policy and cooperation with compatriots outside the Russian Federation.
Several joint projects were implemented with the Russian Ministry of Foreign Affairs in Yakutsk, two of which were part of the project management.
Thus, the priority project "Creation of a modern educational environment for students studying Chinese language in the Republic of Sakha (Yakutia) (Chinese Language Room)" reviewed and launched by the Central Project Committee, which is chaired by the head of the republic Egor Borisov. Sakha High School and A.V. Dmitriev Oy Secondary School are equipped with language laboratories for the Chinese language with the help of the Consul General of China in Khabarovsk, Mr. Guo Zhijun.
And the second project implemented - International Summer School of Diplomacy for high school students of Russia and China, "Russia and China - the future through younger generation's eyes." The public organization "Association for the Promotion and Consolidation of People's Diplomacy Intersfera" was of great assistance.
The annual republican contest "Future diplomat" gathered senior pupils. The main initiator is the Russian Ministry of Foreign Affairs in Yakutsk. The absolute winner was Egor Argunov, an eleventh-grader of secondary school № 5 of Yakutsk.
Thanks to the Department for External Relations, in cooperation with the Russian Ministry of Foreign Affairs, the project of the association of Russian diplomats "Fairy Tales of the Peoples of Russia and the World" was supported. As a result, a collection of rare tales of the peoples of Yakutia will be published.
The Ministry of Foreign Affairs of Russia signed the provision of the international contest "Fairy Tales of the Peoples of Russia and the World through children’s eyes." Winners will be able to go to the Far East to participate in the thematic shifts of the All-Russian Children's Center Okean.
UNESCO in Yakutia
A year ago Ms. Irina Bokova, UNESCO Director-General, paid an official visit to the republic. Within its framework, Yakutsk hosted 2nd Epic Forum "Epics of the World's Nations on the Land of Olonkho," the scientific conference "Epic Heritage of the Peoples of the World: Traditions and Ethnic Specificity." As a result of the meetings, a joint communiqué on the implementation of new projects under the auspices of UNESCO was signed.
There is progress in Russian-Japanese relations. Minister of Economy, Trade and Industry of Japan Mr. Hiroshige Seko, responsible for the development of economic relations with Russia, said during the events of the Japanese investor's Day in Vladivostok that Japan intends to develop the Far East and Vladivostok jointly with Russia.
The basis for developing cooperation with Japanese companies is the presentation of the republic's investment potential in 2015 in Sapporo (Hokkaido) and Tokyo. Its result is a year-round hothouse complex in the suburb of Yakutsk in the village of Syrdakh. Today, a memorandum of intent has been signed to implement the second phase of the greenhouse. In addition, a wind farm will be built in Tiksi.
Work continues on the combined generation of electrical and thermal energy (Kawasaki Heavy Industries, Ltd, Sojitz Corporation and the Japanese branch of the Ernst & Young Advisory Services).
Relationship with Japan
In July 2017, the official delegation of the Japanese Parliament, led by the deputy of the House of Representatives of Japan, the chairman of the board of the Japanese Committee for Assistance to the Republic of Sakha (Yakutia), Mr. Horia Manabu visited Yakutsk (in August, he was appointed Deputy Foreign Minister of Japan on parliamentary issues).
Mr. Horia Manabu supports the project to build a year-round greenhouse complex "Pokrovsky." At the Eastern Economic Forum, an agreement on cooperation was signed within the framework of this project.
In July 2017, the President of Russia issued an order to hold a cross-year of Russia and Japan in 2018. On October 19, the general consul of Japan, Mr. Hiroyuki Yamamoto, paid a visit to discuss the organization of Matsuri Japanese culture festival in May 2018. Within the framework of the festival, it is planned to hold master classes on ikebana, performance of Japanese artists, tasting dishes from a Japanese chef, holding a festival of Japanese cinema and others.
Korea. Cooperation is developing
Now about cooperation with the Republic of Korea. President Mr. Moon Jae-in supports the policy of establishing active economic cooperation with Russia. The Presidential Committee on Northern Economic Cooperation, headed by Mr. Song Young-gil, was established.
As part of the 22nd Busan International Film Festival 12 Yakut movie made a special program "Sakha Movie: World of Magic Nature and Myths."
The First Russian-Korean forum will be held in the fall of 2018 in Kangwon Province. It is planned to develop and sign an agreement on trade, economic, scientific, technical and cultural cooperation between the governments of the Republic of Sakha (Yakutia) and Kangwon Province.
Ysyakh in Europe
Ysyakh festivals have become popular among the countrymen outside Yakutia, and even Russia. In June 2017, the first official Ysyakh for compatriots living in Europe took place in Progar, Serbia. The Russian house hosted the ‘Day of Yakutia’ program consisting of the exhibitions of Yakut artists "Nomadic scrolls of Siberia" and Galina Pavlova's photographs.
With the organizational and consulting assistance of the Department for External Relations, different cities and countries of the world hosted the Ysyakh festivals of compatriots living there: Vladivostok, Bagrationovsk (Kaliningrad region), Beijing, Guangzhou (China) and Toronto (Canada).
The following events are planned for 2018: I International Intellectual Games, the fourth stage of the international project on the re-acclimatization of the forest bison, the presentation of projects on cooperation with UNESCO in Paris, participation in the meeting of the Committee of Regional Coordinators and the XIII General Assembly of the Northern Forum. In addition, the events in the framework of the Year of Russia in Japan and the Year of Japan in Russia, the signing of an agreement on trade, economic, scientific, technical and cultural cooperation between the Republic of Sakha (Yakutia) and the province of Kangwon of the Republic of Korea and much more.
