The Ministry of the Russian Federation for Development of the Far East has worked out the possibility of simplifying the procedure for obtaining and extending the validity of a multiple entry visa for foreign citizens - employees of Advanced Development Zone (ADZ) enterprises and the Free Port of Vladivostok (FPV). The Ministry for Development of the Far East introduced the corresponding draft law of Russia to the government of the Russian Federation.
The draft law was developed on the instructions of the Deputy Prime Minister of the Russian Federation - Presidential Plenipotentiary Envoy Yuri Trutnev.
It is intended to amend Articles 25 and 26.6. of the Federal Law "On the procedure for departure from the Russian Federation and entry into the Russian Federation" and Article 30 of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation.”
Residents of ADZ and FPV will be able to invite, in a simplified manner, foreign workers to implement their project in the Far East. The time period for consideration of the visa granting by a diplomatic mission or consular office is no more than five days.
With regard to employment visas for foreigners - representatives or employees of a foreign company that has already entered into an employment contract related to the implementation of an investment project with a resident of ADZ or FPV, the current procedure will be maintained, visas will be issued at the invitation of the Ministry of Internal Affairs of Russia in the presence of an application by a resident of ADZ / FPV. At the same time, in relation to work visas for these foreign citizens, their validity will be extended - for the entire investment project, but not more than three years. As specified in the Ministry for Development of the Far East of Russia, it is planned to simplify the procedure for issuing and extend the period for which a visa is issued from one year to three years also for business visas of foreign citizens - representatives of organizations, investors in projects implemented by residents of ADZ / FPV.
In addition to reducing the time for a diplomatic mission or a consular office to grant a business visa to five days, the Ministry for Development of the Russian Far East will apply for these visas upon the proposal of the ADZ / FPV residents. In order to monitor the business visas issued at the request of the Ministry for Development of the Far East of Russia, the Ministry for Development of the Far East of Russia will maintain a register of multiple-entry business visas and send relevant information about them to the Russian Federal Security Service and the Interior Ministry of Russia.
